[Wifidog] SIGCHLD

hello,

	I got wifigod running as much as it can on my mac and the SIGCHLD
handler does run. I can't get enough of it to work to test it further, the
arp_get() function doesn't appear to like OS X. Yes, I will somehow get a
PeeCee to run it on ;-).

	It's stable when no connection happen, it's running its periodical
cleaning (fw_counter()) and properly exiting with SIGCHLD and all.
