[Wifidog] Signals not being caught

hello,

	I just realized that the signal handler for SIGCHLD was only being
set when running in daemon mode. This has been fixed. We should now be
able to complete a connection.

Phil: You'll have to define UserClass 5 in the wifidog.conf ....
