[isf-wifidog] Simple "Howto" for wifi dog

Hi,

You may have a few missing packages for iptables.  i don't know what
system you're using, but verify if iptables are installed.

For more info, you could run the failed commands directly from command
line: for example "iptables -t mangle -D PREROUTING 1" and you'll have a
more explicit error message that you can google to find out more.

And also you'll need to have your own auth-server because
auth.ilesansfil.org is the auth server for the île sans fil network in
Montreal.
