Currently the Node administration menu will be shown show if the user has 
either NETWORK_PERM_EDIT_ANY_NODE_CONFIG
NODE_PERM_EDIT_CONFIG
NETWORK_PERM_ADD_NODE

The permissions for the node object are transitioning towards more granular 
permissions, but the process is incomplete.

Until this breakdown is complete, you need to add NODE_PERM_EDIT_CONFIG to 
your "node owner" role.
