[isf-wifidog] Running several instances of wifidog gateway

I've given this a bit of thing and this does appear to be a desirable
feature for some environments. It turned out to be a better fit for mine
at least.

I have added an implementation to ticket 466. It works quite simple: it
adds the gateway id to all table names to prevent conflicts.
