[isf-wifidog] Block MAC Address on server

We had a case like that at MSF where a user refused to register. We
warned him via the site, and when he would not stop, we simply blocked
his MAC address at the router. He was not using a portable, so it was
easy to detect and fix. By the time we stopped him, he was 30% of our
customer base.
