Humm, according to 
http://www.netfilter.org/documentation/HOWTO/netfilter-hacking-HOWTO-3.html, 
kernels before 2.4.18 didn't have the mangle table attached everywhere, which 
may, or may not cause the problem.  Is your kernel older than that?
