Same thing happened to me. I installed Webmin on my linux box. It
comes with Postgresql administration built in. I used the built in
tool in Webmin to administer Postgresql to setup the user and database,
to grant privileges to the Wifidog user, then run install.php.
Documentation on Wifidog for users is non-exisitent. I'm sure there
are many examples of missing instructions that would help a lot of
folks get it running. Webmin is easy to install<br>

Have you tried granting the access to that database to this specific
user ? What is the specific error you are getting ? <br>
