Hi,

yes, you'll need to restart apache:

service httpd restart

If you moved the wifidog-auth/ as in the instructions and set the  
Documentroot to :

DocumentRoot "/var/www/wifidog-auth/wifidog/

then the URL should be:

http://<server_name>/install.php
