I did a WISPr implementation in a captive portal about 5 years ago, and
will probably need to do small implementation in the near future again. 
WiFiDog can not implement WISPr fully, but it is not hard to implement
the important bits of it.

You do need to realize that WISPr clients tend to work with a fixed
database of SSIDs and location and will not try to login on a network
unless it is listed in their database.
