Indeed they do, but only for http.  If the type of access you want to prevent 
warrants it, tunelling through a proxy can be usefull.  However you typically 
either end up paying for bandwidth twice if you tunnel it to a central 
location, or having a distribued list of witelisted sites to manage, which is 
a pain.
