[isf-wifidog] immediate user disconnect feature

I've implemented this and filed the relevant changes in the issue
tracker: http://dev.wifidog.org/ticket/465

As a side effect this also fixes the incoming and outgoing counters
being set to 0 when reporting a logout to the auth server.
