Just click on settings and add your name and email (might want to email 
yourself the key since you change computers often).  The only concept of a 
known user trac has is what you put in settings, that holds true for users 
with accounts as well as users without.

For that you'll need an account.  In the meantime you can just send a 
correction comment.

They use the same file, mostly for convenience reasons (keeping passwords in 
sync).    The way it's currently setup, every user in the file get SVN access 
and most trac admin access.  Neither of these need to be true, it's a choice 
we made when we setup trac, but the current system administrator don't have 
to be bound by it.

That being said, since you won't be using SVN anyway, just tell the sysadmins 
I've agreed to give you an account, even the way the system is currently 
setup.
