how do I get an account?  I want to be able to add bug reports and
RFE's as user X.  And I made a mistake in my last RFE report and I
have no way of correcting it, or updating it.  Or adding documentation
in the wiki as a known user.

Or accounts not meant for those types of things?  Francois mentioned
that they are tied to SVN access and I obviously don't need that.
