[isf-wifidog] After login goes to portal, but no where else.

I'm sure there's someone who has answered this before but I can't find
it on the archives of the list-serv.

Pardon if I'm asking a dumb question.

Auth works fine, and the login is accepted, the user gets directed to
the portal page. But if the user then imputs another web-page, say,
www.cnn.com, they get directed to the login page again.

What am I doing wrong?

Setup:
FC5
Radius auth
Coova configured for WifiDog on WRT-54GL
