[isf-wifidog] Japanese translation added to source code

Thanks to taedu AT ninjin-net DOT net for sending Japanese  
translations for WifiDog.

It is now in the SVN, if you want to provide japanese translations to  
your users, simply add this line to your local.config.php (otherwise,  
it will synchronized to your config.php when updating your SVN)
'ja_JP' => '日本語 (Japanese)'

Most systems come with ja_JP by default, I managed to make it work on  
Mac OS X and Debian (production server).

You can now see it running in production at http://auth.ilesansfil.org
