[isf-wifidog] Cool Web 2.0 style tooltip bubbles in WifiDog :-)

I just commited a patch to add über-cool tooltips in WifiDog. I  
adapted sweetTitles, a Creative Commons by-sa script, by a Yahoo  
engineer. All you need to do to add tooltips is to add the HTML  
'title' attribute to any <a>, <attr>, <accroynm> tags and it will  
display a nice bubble tooltip with alpha blending and CSS3 border- 
radius rounded corners (Firefox, Safari Webkit for now). Looking  
forward to add a couple of tooltips on the new interface to help  
users understand how to use the portal.
