[isf-wifidog] SVN Current: redirecting people away from hotspots map

In the latest version of the Auth server from SVN, there's code to  
prevent people who are not logged in from seeing the hotspots map.

Why would this ever be put in? The map is a tool to encourage people  
to create an account and go online. It should be the most prominent  
part of the WifiDog server (I'd argue it should be the default home  
page if you go to the auth server and are not viewing a login or  
portal page).
