[isf-wifidog] Hotspot Map Crashes IE

We don't force https. At least not since WifiDog started handling  
https properly in all link references. We haven't changed apache in a  
while.

Part of the issue is that IE is blocking google cookies in its  
default configuration. But that doesn't address the other errors.
