The complete answer if you keep initial fr locale in config.php and  
you're using Debian ( for example ) you need to generate the non  
contry-specific locale using the /etc/ocale.alias en locale-gen  
script, then restart Apache. I see that you specify "C" as a locale  
for English, that is a really good idea, you should either generate  
the alias for "en" (which would point to en-US or en-GB or simply  
change your config.php with en-CA or en-GB ( as long as it is in your  
"locale -a" list).

The french translation is used everyday by me and I bet more than 50%  
of our 7000 users so yes it works great :-)
