i dont think it is gettext's problem, there is no reason.
Did you restart apache after generating locales ? :)
here i have :
$AVAIL_LOCALE_ARRAY=array('fr_FR'=>'Français',
'C'=>'English');
and localedef --list-archive gives me :
fr_FR
fr_FR.iso88591
fr_FR.iso885915 at euro
fr_FR.utf8
fr_FR.utf8 at euro
fr_FR at euro
français
french
