If you're talking about bandwidth throttling ... Nobody is working on  
it right now. We've had a brainstorm on how to implement it on the  
last dev. meeting, but since it's pretty major it won't make 1.0, we  
could create a branch on the CVS if someone wants to start working on  
it now.
