[isf-wifidog] setlocale errors

Good evening all.  I'm in the process of setting up a new auth server 
(Ubuntu 5.10, php 5.0.5, apache 2.0.54, postgres 8.0.3) and am having 
some trouble with locales.  The error I'm getting is:

"Warning in /classes/Locale.php : Unable to setlocale() to en, return 
value: , current locale: CWarning in /classes/Locale.php : Unable to 
setlocale() to en, return value: , current locale: CWarning in 
/classes/Locale.php : Unable to setlocale() to en, return value: , 
current locale: C"

Any ideas or troubleshooting steps would be appreciated.  If this is a 
distro problem, I'm also open to suggestions for a new one if it has 
php5 and pear packages available (so I don't have to build from 
source).  Thanks for your time.
