[Wifidog] New user timeout bug

Hello,

	I'm ready to bet one pitcher of beer at the next meeting that the
current problem is due to PostgreSQL being in a different timezone (or UTC)
and PHP comparing timestamps in EDT....

	Can't check in the DB, but the code is good so....
