[Wifidog] Wifidog feature

I was making an automated update sctipt and I just realised wifidog
missed a very usefull (and probaly easy to implement) feature for smooth
(or unsmooth) upgrading: delayed and forced stop/restart in wdctl.

Delayed: exit with status code 0 if wifidog is up and just wait till no
more users are logged on to perform the command.

Normal (default): Wait till no more users are logged on to perform the
command and exit.

Forced = Kick-off everyone and do it now.
