For the record, I didn't say I am a fan of Wiana, their policies, or 
advocating that we use it (Most wireless groups don't).  I pointed them out 
as an example of unsuccessfull attempt at getting ipv4 adress space reserved.

The Locusworld model (of which wiana is a piece) requires cryptographic trust 
between all nodes, which is way to centralized for my tastes.
